A traffic stop just before 3am Wednesday by State Police on State Route 73 in the town of North Elba resulted in a DWI charge for the driver. Troopers pulled over a BMW after it nearly hit a State Police patrol vehicle. The driver, 48-year-old Brooks Bishop of Keene, was arrested for DWI after refusing to submit to chemical testing to determine the drug and/or alcohol content of his blood. While Bishop was charged with DWI, he was also ticketed for failure to keep right, moving from his lane unsafely, depositing refuse on a highway, and refusal to take a breath test. Bishop was arraigned and then released on his own recognizance. But then, later that same morning… just after 6:30… State Police encountered Bishop again on another traffic stop, where they say he was again dumping refuse on State Route 73, in the town of North Elba. Bishop was again placed under arrest for DWI. He again refused to submit to a chemical test and was charged AGAIN with DWI, aggravated unlicensed operation, refusal to take a breath test, and AGAIN for depositing refuse on a highway. This time, Bishop was taken into custody, but he was later released on $3,000 cash bail.
